Heck if I know what these are for or how they were used, but they have a great rhythm.

Metal grids slide into the channels - as shown in one of your other photos. They keep floating debris back from the penstocks. You can put a clean grid in behind one that is clogged before pulling it out for cleaning, hence 3 sets of channels.
